In Bug 1045792 work was done to explore new promotion mechanisms for features and functionality in Firefox. This is an implementation bug for one of the ideas explored: Dragging to the toolbar from a doorhanger. Neil, do you know of any known issues for supporting drags from panels to other windows that might make this complicated?

We already support drag and drop from the bookmarks menu, so dragging from another popup should work just fine.
